This is how it works, rep is garnered through posts, the addition of friends, private messages, and is modified by votes(likes this post, ect.) and serves as an indicator of activity. The higher the "Rep" the higher your Reputation is, be that good or bad.
Bling however is a bit different, Bling can only be gained one way: through votes. When someone votes on your profile they can either vote you up or down, effectivly giving you Bling or taking it away. You can also have negative Bling. this serves as a way to show people your notoriety or Popularity.
